The interbellum, the interwar period is a tense time.

The attempt of Austria-Hungary to strengthen itself with a short, quick war in 1914 backfired horribly when internal politics caused Hungary to rebell and split from Austria.
While Germany was fighting for their lives (barely knocking out Russia, which collapsed into revolution), A-H completely dissolved. Germany broke down when French troops entered the Ruhr area and the British landed in northern Sleswig.

The Paris peace treaties created many more problems than they solved. While Germany was decisively beaten, there was no American involvement, no Wilsonean 14 points to derail the strong desire to punish Germany. As a result, the borders have shifted considerably, sometimes without or against common sense.

While thrones and nations in Europe are falling down like flies on a cold winter day, the USSR (after ending its own civil war) is the most stable and prosperous nation in Europe, being ruled by the heroes of the people, the comrades Bukharin and Kirov.

The question is no longer if there will be a rematch, but when and by whom.
